A Brief History of JND Legal Administration

JND Legal Administration was established in early 2016 by Jennifer Keough, Neil Zola, and David Isaac. All three had previously worked together at one of the then-largest legal administration firms in the country, where they held senior leadership roles. The name "JND" is drawn from the first initial of each founder's first name: Jennifer, Neil, and David.

Headquartered in Seattle, JND was named the No. 1 Class Action Claims Administrator in the country by The National Law Journal, in its first year of operation. The company has been recognized as a top class action claims administrator by multiple leading legal publications every year since its founding. Its service lines grew to include class action settlement administration, mass tort and lien resolution, eDiscovery, government services, and legal noticing programs. During this period, JND completed four acquisitions, including Alloy Services, which became the basis for JND eDiscovery.

By 2021, the company had grown to more than 250 employees with offices in Seattle, Los Angeles, Minneapolis, New York, and Washington, D.C. In December of that year, Sedgwick, a global professional services company, acquired JND, retaining Jennifer, Neil, and David to continue leading JND's operations.

In just 10 years, JND has grown from a three-person startup to one of the largest legal administration providers in the country, earning consistent recognition across the industry. That growth has been driven by a focus on innovation in technology and processes, and an unwavering commitment to delivering results for the clients and communities the company serves.

Jennifer Keough

Chief Executive Officer, Founder

As Chief Executive Officer, Jennifer Keough oversees all of JND’s business operations, from day-to-day processes to high-level strategy. She is recognized by practitioners on both sides of the aisle as an expert in all facets of class action administration, from notice through distribution, and has testified on settlement matters in courts nationwide and before the Senate Committee for Indian Affairs. With more than 25 years of legal experience, Jennifer has directly worked on hundreds of high-profile and complex administration engagements. Her portfolio of landmark matters includes the $20 billion Gulf Coast Claims Facility, $10 billion BP Deepwater Horizon Settlement, $3.4 billion Cobell Indian Trust Settlement (the largest U.S. government class action settlement ever), $2.67 billion Blue Cross Blue Shield antitrust settlement, $1.5 billion Mercedes-Benz Emissions Settlements, $1.3 billion Equifax Data Breach Settlement, $1 billion Stryker Modular Hip Settlement, National Association of Realtors Settlements of over $1 billion, $600 million Engle Smokers Trust Fund, $215 million USC Student Health Center Settlement, and many others. Shortly after co-founding JND in 2016, Jennifer was appointed by the United States District Court for the Northern District of California as the Independent Claims Administrator in a complex BP Solar Panel Settlement, overseeing the notice and administration of solar panel inspection, remediation, and replacement on homes and businesses throughout the country. She was also chosen to oversee the $300 million Loblaw restitution program in Canada, in which every adult in the country was eligible to participate. She continues to be appointed as a notice expert in a number of high-profile matters. Prior to forming JND, Jennifer served as COO and Executive Vice President at one of the then-largest legal administration firms in the country. Earlier in her career, she worked as a class action business analyst at Perkins Coie, where she was responsible for managing complex class action settlements and remediation programs. Jennifer has been recognized as a “Woman Worth Watching” by Profiles in Diversity Journal, was named a female entrepreneur of the year finalist in the 14th annual Stevie Awards for Women in Business, and has been featured in numerous media publications including CNN, Authority Magazine, and Fierce CEO. She earned her B.A., M.S.F. with honors, and J.D. from Seattle University.

Founder Emeritus

As Founder Emeritus of JND Legal Administration, Neil is a trusted voice in the legal administration field, bringing 35 years of class action experience — the last 25 of them dedicated to legal administration. He is one of the most respected leaders in the industry.

Neil has worked on some of the largest legal administration projects in our country's history, including the $10 billion BP Deepwater Horizon Settlement, the $6.15 billion WorldCom Securities Litigation, the $3.05 billion Visa/Mastercard Antitrust Litigation, the $2.67 billion Blue Cross Blue Shield Settlement, the $1.5 billion Anthropic Copyright Settlement, the $1 billion National Association of Realtors Antitrust Settlement, the $586 million IPO Securities Litigation, the $512 million Auction Houses Antitrust Litigation, the $300 million Loblaw Remediation Program, and the $215 million USC Women's Health Center Settlement, among thousands of other matters. For the BP Deepwater Horizon Settlement, Neil and his partner Jennifer Keough launched and oversaw the 90,000 square-foot Hammond, Louisiana processing center, which was called the Gold Standard of the administration program by Special Master Patrick Juneau.

Neil has testified in courts throughout the country on class action settlement matters and has written numerous articles on the subject. He is sought after to consult on a wide range of legal administration and class action issues, and has been featured on Law.com, Law360, and USA Weekly.

Neil began his career in 1990 at Wolf Haldenstein Adler Freeman & Herz LLP, a boutique securities litigation firm in New York City, where he handled complex litigation matters and made partner in 1997. In 2000 Neil joined The Garden City Group where he served as its first ever General Counsel before being promoted to Chief Operating Officer and later President in 2006, a position he held until the end of 2015. In 2016, he co-founded JND with Jennifer Keough and David Isaac, helping transform the company from a start-up into one of the leading administration firms in the country.

Neil earned his J.D. from UCLA School of Law, where he has served on the board of the Alumni Association and has been a featured speaker in their Distinguished Alumni Lecturer Series. He received his B.A., cum laude, from the University of Pennsylvania.

David Isaac

David Isaac

Executive Managing Director, Founder

As an Executive Managing Director of JND Legal Administration and a leader in the legal administration business for over 20 years, David is integral in the growth of all aspects of JND.

David is credited with changing the industry landscape by providing "one-stop shopping" service offerings and hiring experienced lawyers to manage settlements and bankruptcies. During the course of the last 20 years David has also managed several historic cases including the American Airlines Bankruptcy, Engle Smokers Trust Fund, GM Bankruptcy and IPO Securities Litigation.

Prior to forming JND, David was the CEO of one of the then largest legal administration firms in the country and was a member of the global executive management team at their parent company. Before entering the legal administration business, David was a practicing class action attorney for a securities class action boutique in New York City.

David earned his J.D. from the Benjamin N. Cardozo School of Law and his B.A. from Yeshiva College. David is currently the vice chairman of the Board of Overseers of the Sy Syms School of Business.
